Inter-departmental co-operation

BETWEEN them, Justice Minister Michael McDowell and Environment Minister Martin Cullen are creating a most interesting research opportunity for Health Minister Michael Martin.

If Mr Cullen succeeds in pushing through Indaver Ireland’s plan for two huge incinerators in Ringaskiddy and Mr McDowell succeeds in his plan to build an enormous prison on nearby Spike Island, Mr Martin will have a captive population immediately downwind and at approximately the same height as the top of the incinerator chimney stack. Studying the effects on the prison population might be interesting.
