Inter-departmental co-operation
If Mr Cullen succeeds in pushing through Indaver Ireland’s plan for two huge incinerators in Ringaskiddy and Mr McDowell succeeds in his plan to build an enormous prison on nearby Spike Island, Mr Martin will have a captive population immediately downwind and at approximately the same height as the top of the incinerator chimney stack. Studying the effects on the prison population might be interesting.
