How toxic are fumes from incinerators?

COULD someone please spell out the pros and cons in relation to waste incinerators.

Do they remove all toxic elements from the fumes and utilise them in other industries?

I have heard (but it’s only hearsay) that all toxins are removed from the incinerator emissions. And this was in 1972.
