EU parliament and council to see major changes

THE European Parliament and the council will be the most affected by the treaty — and this has consequences for the commission also.

Council becomes a formal institution — bringing it under the supervision of the Court of Justice, and making it part of the union for the first time, giving it the same responsibilities as the other institutions including keeping national parliaments informed, respect subsidiarity, give equal attention to all citizens, conduct work as openly as possible and respect rules on personal data.

It must meet four times a year and continue to give political direction to the union.
