The Orange Order today responded by calling to be treated equally to those opposed to marches.

In a statement, the Grand Lodge of Ireland said it had not yet received a copy of the report.

‘‘This makes it difficult to comment authoritatively on it, but we are intrigued by some comments which state that there are no absolute rights,’’ the statement added.

‘‘We are aware of this but pose the question will the absolute veto over parades now be removed from those who threaten violence and disorder if a peaceful parade proceeds?

‘‘The Orange Order has demonstrated toleration of others’ beliefs and expressions; we look forward to receiving toleration for expressions of our faith and culture.’’

But Sinn Fein Upper Bann Assembly member Dara O’Hagan welcomed the report, insisting marches and the right to assembly should not conflict with the right to live free from intimidation.

She said: ‘‘It is time that the Orange Order, especially in the Portadown area, began to recognise that they cannot be central to the sectarian harassment of the Garvaghy Road community and then look to human rights to guarantee the right to march through the community.’’
