Zoning by numbers

WITH the announcement of the Amgen factory for Carrigtwohill, and the quick response by Cork County Council to rezone the land, I wonder why at all we have a development plan which sets aside specific sites for these types of developments.

The figure of €820 million and 1,100 jobs seem to do the trick to get whatever site a company wants, even if it is in a green belt area and outside a development boundary. It’s zoning by numbers.
