YOUR columnist Noel Whelan said that Mary Coughlan, the Minister for Social and Family Affairs, is the Minister of the Year for 2003 (Irish Examiner, December 18).

Minister of the Year, or minister of cutbacks?

It is very doubtful if many would agree with Mr Whelan.

On page two of the same issue, Mary Dundon reports that “a group of health board managers have taken issue with Mary Coughlan because they were not consulted about the proposed €56 million social welfare cuts next year”.
