WHEN a properly-run democracy contemplates a major change like electronic voting, certain steps are taken.

An independent commission is established; the opposition and the general public are informed and consulted to ensure the widest possible agreement.

Before the very expensive equipment is purchased, experts are employed to ensure that it is technically and democratically accountable.

In Ireland, where the deadly combination of arrogance and incompetence dominate, a minister, who is also party director of upcoming elections, is put in sole charge of this critical change to the democratic system.

After first spending up to €50 million on the equipment, and despite widespread opposition and concern, the public is told the new system will be introduced whether they like it or not.

Finally, a €5 million advertising campaign is launched to convince the electorate that the minister/government knows best. In a properly run democracy the minister responsible for the mess would resign or be fired. Will this minister resign? To quote James Gogarty when he was asked would Ray Burke provide a receipt for monies donated "will he f***."
