City sets a limit to our shopping needs

Ferrybank is in Co Kilkenny, and that county council saw the need for a new shopping centre to service the new housing estates that have sprung up this side of the river, but Waterford chamber of commerce (with chambers from Carrick-on-Suir and New Ross) think it would impinge on the profits of their members in the city.
The funny thing about this situation is that some of the housing estates were built by Waterford corporation to alleviate housing problems in the city.
Waterford corporation has had acquisitive aspirations for Ferrybank for some years but now, when we were about to get a much needed shopping centre, they objected to An Bord Pleanála, which upheld their objection, so now we must wait again.
Ferrybank has increased and multiplied like Topsy, with no overall plan in the beginning, but now that we have housing estates blossoming in every direction (which is very welcome), the community does need extra facilities.
Bearing all this in mind, for what use or purpose does Waterford want Ferrybank? As a dumping ground, maybe.
