Suggested alternative Irish Water has already been proposed by Fianna Fáil

I read with interest Cllr Mick Finn’s (Irish Examiner, March 12) alternative to Irish Water. I am a Fianna Fáil activist and it astounds me that our proposal is not known to him. 

Here is a summary:a mutually owned holding company (the customer ‘owns’ the company). Delivery will be returned to local authorities. The new company will be cost-controlled by the Oireachtas and similar in scale and role to the National Roads Authority. Domestic charges will only be introduced when the infrastructure is up to standard. Metered charges should not be rolled out before the capital investment programme is complete. Funding is to be via the Strategic Investment Fund, private bonds, European Investment Bank and general taxation.
