THE death of a prisoner in Mountjoy jail at the hands of a fellow inmate has, rightly, caused an inquiry to be established.

A substantial report will more than likely be a consequence of this.

I predict the following with regard to this report:

(1) It will take a perplexing amount of time to complete, perhaps up to a number of year, if past experience is anything to go by, despite the fact the number of people involved seems to be minimal and the details of the unpleasant incident appear to be fairly straightforward.

(2) Its cost will run into millions of euro. This will not cause many eyebrows to be raised, however, since the country is awash with money and the whole concept of value-for-money has long since been replaced with the mantra that if we can afford it, it must be OK.

(3) The report itself will identify many problems with the ‘system’, as well as suggesting that those at various points along the chain of command could have performed their duties more actively, thereby politely calling on them to answer any questions posed in the report.

(4) The Justice Minister and anyone else who could be expected to shoulder some of the blame will say they can’t comment on anything while the inquiry is ongoing, but that they have full confidence in those charged with completing the report. This will change when the report is eventually produced and it lays fault at their respective doorsteps. Via whispered comments to certain sections of the media and no small amount of PR spin-doctoring, they will attempt to undermine the report’s findings.

(5) Ultimately, no one will stand up and claim responsibility for failing to protect yet another member of the public and each and every one of us will be left with one more expensive inquiry to pay for as well as a sense that accountability for our actions, or inactions as may be the case, is a long forgotten ideal.
