Assistant chief Constable Stephen Martin said he watched the events unfold. "Many of us held our breath," he said, "and the fact that young girl has survived is, to some extent, remarkable."
The Chief Constable of the PSNI, George Hamilton, said the force's thoughts were with the injured girl.
The incident took place during Orange Order parades in the North, at which there was a nationalist protest against the march.
The PSNI confirmed a number of officers were injured at the scene.
