There is a large garda presence on the streets, as organisers of the rally - Right2Water - address the crowds around now, outside the GPO.
"In the past, on various other issues, we have seen situations where there have been protest, and nothing else," said Brendan Ogle, a spokesperson for the group.
"This is one step; one early step people power mobilising against a government that has abandoned them .
"[They] are trying to turn our human right to water into a commodity to be sold. I think people are resisting this all around the country, and today, it'll be visible on the streets."

Traffic in Dublin's city centre came to a standstill due to the march this afternoon.
Westmoreland Street, d'Olier Street, Nassau Street, Kildare Steet, Georges Street, Dame street, O'Connell Bridge and O'Connell Street are all closed, as are the North and South Quays.
The Luas green line also halted its service between St Stephen's Green and Beechwood for a short time, but has since reopened.
