The deadline for applying to tranche two of the Targeted Agricultural Modernisation Scheme (TAMS 3) has been extended.

It will now close on January 19, 2024.

TAMS provides grants to farmers to build and/or improve a specified range of farm buildings and equipment on their holding.

Announcing the extension, Agriculture Minister Charlie McConalogue said that this extension of the deadline from December 15 "acknowledges concerns expressed by advisors about the time required to fully complete applications currently on hand".

"I would draw particular attention to the requirement to have the necessary authorisations submitted to my department in a timely manner," he said.

"In this regard, all authorisations should be submitted by advisors by January 5, in order to ensure that applications can, in turn, be fully submitted by the new deadline of January 19."

Advisors and farmers are reminded that tranche three of TAMS 3 will close for applications on April 12.

TAMS approvals

Mr McConalogue also recently confirmed that the issuing of approvals under tranche one of TAMS 3 has commenced.

Approval letters for application started with the Solar Capital Investment Scheme, Mr McConalogue said.

Approvals for all schemes will commence thereafter.

The timeline for approvals for applications to the Dairy Equipment Scheme, Pig and Poultry Capital Investment Scheme, Farm Safety Capital Investment Scheme, and Low Emission Slurry Spreading Scheme is January.

The Tillage Capital Investment Scheme and Animal Welfare, Nutrient Storage Scheme will follow in February, and the Organic Capital Investment Scheme, Young Farmers Capital Investment Scheme, and Women Farmers Capital Investment Scheme in March.

Additionally, the system for applicants and/or advisors to submit payment claims will be open in January 2024.

Prioritising applications

On the question of prioritising applications, Mr McConalogue said that this autumn, for farmers that needed to commence works, priority approvals were issued.

"This assisted farmers that required the construction of slurry and manure storage facilities, or urgent animal welfare-related investments for the winter of 2023/2024," he said.

"Notwithstanding the approvals timeline that I am now announcing in respect of tranche one, I am advising applicants and their advisors who have an urgent need to commence works that this priority application process has reopened. If you are in this situation, you should contact your local Department of Agriculture office.

"Your application will then be assessed to determine whether there is an urgent need to issue approval, and it will be prioritised accordingly.

"This facility will also be available to tranche two applicants in due course in early 2024, again for those requiring the construction of slurry and manure storage facilities, or urgent animal welfare-related investments in the first instance, but also for other priority cases immediately requiring commencement of works."
