Start with the driver
It is insulting to parents to assume that they not do enough to prevent their children being killed on the roads.
In my view, a lot of motorists need educating, if not coercing, in road safety. Additionally, roads need to be engineered to be less dangerous.
Could the NSC’s predilection for victim-blaming have anything to do with the fact that most of their members are from the road/car lobby, and they refuse to include anyone representing pedestrians, cyclists, victims or children?
It is hardly surprising that here in Ireland we have the highest child road casualty rate in the EU.
