Is anything being done to protect children from this fate? What are the statistics for children being murdered in previous decades, and is the trend upwards or downwards?

Organisations such as the ISPCC surely have a role to play here. It would be interesting to know how they are attempting to combat the problem, and how they are monitoring results.
