Begin by tackling the local terror networks

WHAT appears to be unfolding is that Al-Qaida and Eta may have been be jointly responsible for the Madrid outrage.

Al-Qaida alone seem unable to infiltrate a country’s security and depend on local terror groups to carry out their operations.

Could the removal of such local groups be the key to global security?
