Care industry conditions

Of late there has been extensive coverage regarding the abuse of individuals in a care setting.

While abuse of any kind in this setting is intolerable, unacceptable and cruel, I am wondering if a wider net needs to be thrown open on why this happens in the first place.

Just to blame the individuals concerned is a very narrow-minded view.
