Billed by its architect, Environment Minister Phil Hogan, as the most radical change in over a century, the looming reform of local government is the nub of heated debate on whether or not it will exclude communities from decision making.

Whatever the answer, there is no denying his controversial initiative will lead to a dramatic slimming down of public representation.

In typically combative fashion, the minister roundly accuses his opponents of scare-mongering in today’s article marking publication of the Local Government Bill. Unsurprisingly, he defends his proposals for strengthening public oversight and giving local people value for money. Characteristically, he makes no apology for slashing the number of councillors and merging city and county councils — both welcome moves.

With opinion polls showing conflicting trends, the acid test of Mr Hogan’s plan will be the local and European elections on May 23.
