France and Germany have demanded an agreement with the US by the end of the year to try to resolve a dispute over spying.

It is no wonder that they should, following revelations that US security agencies have been monitoring the telephone calls of German Chancellor Angela Merkel, as well as millions of French phone conversations.

In fact, the National Security Agency may have monitored the private telephones of 35 world leaders.
