Will we need another referendum for reform?

The choice in the recent Seanad referendum was between abolition or retaining the Seanad as it is presently constituted.

Does the possibility now exist that the Government may be legally precluded from reforming the Seanad by the Yes vote because it could be seen as defying the expressed wish of the people?

Will we need another referendum to get the people’s consent for reform?
