YOUR editorial claiming that “the Road Safety Authority has had remarkable success” (Dec 24) is an unprovable theory; the reduction might have happened anyway, and simply follows the same trend in other countries as societies learn to adapt to mass motorisation.

When casualties increase, does the RSA accept blame?

The RSA is impotent; it has no powers to introduce legislation or to manage law enforcement, their advertising is unhelpful; it could do a lot to educate motorists but simply frightens people, and even encourages dangerous driving. Many motorists believe that they are not responsible for hitting pedestrians and cyclists they do not see. The RSA blames the victims and has nothing to say about the legal obligation of motorists to look where they are going and be able to stop within the distance they can see.
