Garda Commissioner's meeting with Dubai Police included several high-ranking officers

The meeting between Garda Commissioner Drew Harris and the head of Dubai Police included several high-ranking senior officers from that force's anti-narcotics department, anti-money laundering and criminal investigations departments.

The Irish Examiner on Tuesday revealed that the commissioner was meeting with Dubai Police to discuss the possibility of bringing the leaders of the Kinahan cartel back to Ireland to face justice.

In a statement released on Thursday, Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police said the meeting "was aimed at strengthening co-operation in combatting money laundering, cross-border and cyber crimes".

The statement went on to list the senior officers present which included:

  • Major General Khalil Ibrahim Al Mansouri, Assistant Commander-in-Chief of Criminal Investigation Affairs at Dubai Police
  • Brigadier Muhammad Aqeel Ahli, Deputy Director of the General Department of Criminal Investigation for Search and Investigation Affairs
  • Brigadier Mohammed Humaid, Head of Cooperation International at the General Department of Anti-Narcotics
  • Expert Colonel Dr Juma'a Ali Al Rahoumi, Director of the Anti-Money Laundering Department in the General Department of Criminal Investigation
  • Major Saud Abdul Aziz Al Mutawa, Head of the Criminal Financial Analysis Centre at the Dubai Police

Ireland has no extradition treaty with the UAE but it is understood that gardaí now have a clear picture of what is required to seek the deportation of the Kinihan cartel leaders following the meeting. 

Christopher Kinahan and his sons, Daniel and Christopher junior, continue to live in Dubai along with senior cartel lieutenants, including Sean McGovern. 

Unlike the Kinahan leaders, McGovern is facing criminal charges of murder in Ireland and has a European Arrest Warrant out against him since April 2022.
