Proposal recommends cutting jobseekers' first-term benefit by three months

People on jobseekers' benefit could see their allowances cut in next week's Budget.

At the moment, those out of work can claim means-tested jobseekers' benefit for up to 12 months, before a different payment system kicks in with lower rates.
