HSE: Lack of resources led to child care failings
The HSE has said a lack of resources led to "significant failings" in the way children in foster care were looked after.
It comes after revelations today that some children in care had not been visited by a social worker for up to ten years.
A leaked report also shows that over 200 children were placed with unapproved foster parents.
The HSE's regional director of operations for Dublin North East, Stephen Mulvany, said "comprehensive changes" have now been implemented to address the concerns raised in the report.
