The final report of the Morris Tribunal has criticised some senior Gardaí in Donegal for allowing a Sergeant run a campaign of harassment against a local publican and his family in the late 1990s.

The tribunal was set up in 2002 to investigate allegations of abuse of Garda powers in Donegal.
