TODD suffered extreme temper tantrums whenever his mother wanted him to do something he did not want to do.

He lived with his mother and her partner, having been in foster care from the age of 10 months to 28 months, during which time his mother underwent treatment for drug dependence.

She had been dependent on heroin and other drugs throughout her pregnancy, and he had suffered withdrawal symptoms necessitating a four-month stay in hospital following his birth.
