Update 2am: The two deceased suspects are reportedly dressed in military gear. One is a man and the other a woman.

The suspects were armed with assault rifles and handguns.

A third suspect has been detained, however it is not confirmed whether he was involved.

Update 12am: Two of the suspects in the deadly mass shooting in California are believed to have been killed.

One suspect still at large.

A high speed police chase of a black SVU ended with a shoot out in the last hour.

14 people were killed in the shooting at a San Bernardino social services building just after 11.30 local time this morning.

17 people have now been taken to hospital following the incident.

Update 11.40pm: A pipe bomb has been located at 1730 E San Bernardino.

One suspect is still in the SUV with an automatic rifle strapped to his chest.

Houses on E San Bernardino are being evacuated.

Update 11.30pm: It is now being reported that one suspect is down and one on the run.

The number of wounded has risen to 17.

Update 11.20pm: SUV is surrounded by police and the windows have been shot out.

President Obama has called for stricter gun control.

Update at 11.10pm: Police are thought to be in pursuit of a black SUV that is believed to be the getaway vehicle.

One suspect is now reported to be in custody.

"Group using conference center was San Bernardino County Department of Public Health; holding a holiday event" - Reuters.

Update at 10.40pm: "People are not being told to stay indoors, just to be vigilant. We have suspects at large but we have absolutely no idea where they are," said Sgt. Vicki Cervantes.

Update at 10pm: Police are now reporting up to 14 people dead and up to 14 wounded.

Update 9.40pm: At least three people are believed to have been killed after gunmen opened fire inside a building in the city of San Bernardino in southern California.

While, another 20 people are reported to have been injured at the social services centre which provides training for people with disabilities.

Detectives are now looking for up to three suspects.

The local Sheriff has urged residents to avoid the area and nearby hospitals are on standby.

Vicki Cervantes of San Bernardino Police Department says the scene remains active.

Previous story: One or more gunmen have opened fire at a California social services centre, shooting multiple people, authorities said.

Several law enforcement agencies converged on the scene in San Bernardino and were searching for the suspects.

Triage units were being set up in the area.

Some people were seen being wheeled away on trolleys after gunfire erupted at the Inland Regional Centre.

Others walked quickly from a building with their hands in the air and were searched by officers before being reunited with loved ones.

Police were working to secure the scene about 60 miles east of Los Angeles, Sgt Vicky Cervantes said. No arrests have been made.

Terry Petit said his daughter works at the centre, and he received a text from her saying she was hiding in the building after hearing gunshots.

Petit choked back tears as he read the texts for reporters outside the centre.

He said she wrote: “People shot. In the office waiting for cops. Pray for us. I am locked in an office.”

At a Shell petrol station nearby, store manager Ana Fuentes said there was a flood of police activity in the area.

“There’s maybe 150 cops going toward Hospitality Lane,” she said, as sirens echoed in the background.

She said she hadn’t got any instructions to stay inside but that customers coming in told her about the shootings at Inland Regional Centre.

The centre says on its website that it provides social services to people with developmental disabilities.

The city of San Bernardino has struggled to rebound after declaring bankruptcy in 2012.

The city of about 214,000 is in the two-county inland region that was hit hard by the recession.

The area where the shooting happened is along a main city road that fronts a city golf course and recreation centre.
