He said he would be making no other comment on the matter.

“I said at the Christy Ring and Nicky Rackard Champion 15 (Allstars) on Saturday night that it had been determined after the Hurling Development Committee (HDC) meeting that day that we would be going ahead with the appointment of a Hurling Director.”

The HDC met last Saturday in what was effectively an emergency session after the project had stalled over the previous few months.

By the end of it, a number of issues had been thrashed out and the committee had been handed responsibility to oversee the appointment itself.

A plan of action was agreed, a new job specification was written up and individual committee members were designated tasks aimed at injecting some much-needed impetus into the process.

Members were confident that the process had finally received the jump-start it so badly needed.

However, the story linking Kelly with the position seems to have again caused uncertainty about the situation.

“After Saturday’s meeting there was a feeling that things were moving forward again, but I’m not sure if anyone knows what the situation is now,” said one GAA official.

“There is an element of confusion as to where the thing lies now.”

It is expected Kelly will be asked to clarify his position at a meeting of the GAA’s Management Committee on Saturday week, if he has not already done so by then.

The president sat in on last weekend’s HDC meeting and according to more than one committee member, gave no indication that he would consider taking on the role of Hurling Director himself.

Whatever Kelly’s intentions, the post will have to be advertised publicly.

“At the end of the day, we are using public money here so we have to advertise the job,” said the official.

“There is no choice. Everything has to be transparent. You have to hold interviews, the system has to be fully accountable.”
