The former presidents have ruled and the issue cannot be debated again, in the absence of an extraordinary general meeting, until the Congress of 2005.

Is this a good thing? No doubt the committee of past presidents ruled correctly when they wiped out the eight proposals. If you accept that the GAA is there for the exclusive promotion of all things gaelic, then rugby and football cannot be played there.
