Official figures belie the true tally of homeless
The methodology employed by the department in counting the homeless on the streets is almost laughable.
Counting occurs between 3.30am and 5.30am, with anyone who is not sleeping rough on a street or in an alleyway excluded from the count. This leads to the bizarre situation whereby homeless people carrying a blanket from one point to another are excluded from the count.
