The tribunal of inquiry into the deaths of Chief Supt Harry Breen and RUC Supt Robert Buchanan, announced by Justice Minister Michael McDowell in the Dáil, is to be welcomed.

The inquiry was recommended by retired Canadian judge Peter Cory, invited to investigate allegations of collusion between Irish and British security forces and paramilitaries in the North.

In challenging Sinn Féin to cooperate with the tribunal, Mr McDowell says: “Sinn Féin can hardly clamour for justice ... in other cases while withholding cooperation from this investigation.”

If this challenge to Sinn Féin is not to be seen as a further concentrated focus on one party to the northern conflict, then Mr McDowell must hold others accountable for ignoring their obligations to Mr Justice Henry Barron’s report on the Dublin and Monaghan bombings in May 1974.

Despite several requests for the former Taoiseach, Liam Cosgrave, to assist the inquiry, Mr Cosgrave has refused. As the most senior politician at the time of the bombings, it is unacceptable for Mr Cosgrave to remain unaccountable.

Mr McDowell must demand the same level of cooperation from all.
