Why won’t FF honour Free State soldiers?

WE were informed recently that the Government is reintroducing the 1916 Easter commemoration.

One of the reasons given was to show that the Irish army is the only legitimate army in the State.

I am delighted with the decision, but it poses a related question: was the Irish army that served during the civil war and its immediate aftermath also the legitimate army of that time?
