Iraqis won't get much of a country back

PAUL BREMER says violence is not expected to delay the handover of Iraq's governance to Iraqis in June.

Seeing as the US would still control economic policy, security, major contracts and (not surprisingly) oil, it doesn't leave them very much to govern, does it?
