Why focus only on farming subsidies?

IFA president John Dillon was recently cross-examined by Joe Duffy on radio about the “scandal” of subsidisation of agriculture, as in CAP.

How come so many subsidies to others are not similarly regarded, for example:

1. Special financial incentives to attract foreign investors (but possibly at odds with EU law).
