Migration has been top of the agenda at EU level for a decade, so having to resort to fencing off parts of Dublin should never have happened.
Successive governments have treated immigration, an issue that has dominated discussions in Brussels for many years, as a problem that would never get as far as our little outcrop on the periphery of the continent.
