Educational apartheid

Archbishop Diarmuid Martin commented on RTÉ Radio 1 over the weekend: “You don’t (want to) have some schools that people go to because there are no special needs children, there are no travellers in the school.”In attempting to solve one problem, are we sleep-walking into primary school provision that aids unofficial educational apartheid?
