Why reward culprits and not the victims?
I have always believed that inmates are assigned to open prisons because they are well behaved and conform to prison rules. If such inmates do not conform then they should be returned to normal (secure) prisons and should not be rewarded for behaving themselves in an open prison.
Would it not be more logical to have mobile phones supplied to terrorised victims of crime who may be living alone, rather than pandering to culprits who, in many cases, are the cause of those victims living in fear?
