As you said it is, therefore, ‘astonishing’ that people are surprised that ‘dozens of European leaders including Angela Merkel had their personal phones tapped’.

Given the technological capabilities available to people who have a mind to intrude into other peoples’ privacy, there is no privacy anymore.
