Law should get up to speed

Of the recent conviction of Travellers for the infamous sulky races, I have two opinions.

Law should get up to speed

Firstly, no harm was done and a public sensation was created on YouTube. A government capable of thought might have given the races their blessing, under certain conditions, and probably doubled the numbers who will attend The Gathering by advertising such a wonderful event. One reason they did not was the two words bandied about in the ensuing bureaucratic chaos — ‘prevention’ and ‘danger’, which brings me to my second opinion.

I heard that the people concerned had 60 convictions between them. But they were able to live free, happy lives and have a great race.

What do our bureaucrats mean by ‘prevention’, exactly?
