Why can’t people in ghost estates pay a fair share?

The household charge would be better balanced if the well-to-do people living in ghost estates, or so-called ghost estates, would also pay.

I am referring to professionals such as doctors, dentists, chemists and even public representatives who can well afford it.

There are many of us living in unfinished rural sites that have to pay and may not be able to afford it.
