Wasteful charge

From the beginning the Taoiseach and Phil Hogan have maintained that the household charge was to pay for local services.

What local services? Roads, water, sewage, refuse collection?

Fair enough, they have to be paid for, but wait a minute. Everyone who has a car pays road tax. We all pay for refuse collection, and those of us who live out the country pay for wells, septic tanks and their maintenance.
