AS both government parties gather for their think-tanks, perhaps they should consider pondering on Enda Kenny when he said he had a covenant with the Irish people.

My understanding of a covenant is a binding agreement.

I cannot recall the people agreeing to hospital department closures, special needs assistant cuts, property taxes, etc.
