Preventing fraud

I REFER to your Page One article (August 30) entitled “Welfare fraud crackdown saves €345m”.

Somehow, however, the term “saves” seems a misnomer.

Since when is the requisite recovery of the people’s losses from major fraud a true “saving”, for such fraud ought hardly to have happened?
