ARTICLE 46 of our constitution, states: “Any provision of the constitution may be amended, whether by way of variation, addition or repeal in the manner provided for by this article.”

One way to halt a repeat referendum

I seek to make an addition to the constitution.

It would become article 47, section 1, subsection 2, and would read as follows: “Any proposal to amend the constitution which is submitted by referendum to the decision of the people shall be held to have been vetoed by the people if a majority of the votes cast at such referendum shall have been cast against its enactment into law and the will of the people will be held inviolate. Any proposal so vetoed shall not be put to the people again in a referendum.”
