Roadside alternative to waste pay-by-weight

It seems to me parents are educating their children by driving to country roads to discard their black bags of household rubbish. More to the point, who is educating the parents?

The problem no longer is that people casually discard a sweet or ice cream paper. Rather it is that since the introduction of pay-by-weight, thousands of householders choose to discard their rubbish in the elongated tips that are the two sides of the road.
