THE European Union could be left in a quagmire for years if its leaders fail to resolve their differences over new rules for operating the union at the two-day summit that kicks off in Brussels today.

In the first sign that Poland is softening its demand for changes in voting rights, the country’s prime minister, Jaroslaw Kaczynski, indicated yesterday evening it was willing to compromise.

Earlier yesterday a senior German diplomat said that if leaders failed to make progress it could be years before the union would return to the issue.
