Learner drivers given freedom of the road

IT’S a disgrace that the Government hasn’t taken decisive steps to tackle the huge increase in the number of L-drivers now said to have reached 14,000, many of whom have renewed provisional licences a number of times.

Most learners not only drive without a qualified driver beside them, they also frequently carry passengers.

This is also true of many very young drivers.
