AS you mentioned (Irish Examiner editorial, April 19), the launch of a national plan on issues affecting women so close to an election would make one somewhat cynical.

The fact that the dominant party in government has been there for 18 of the past 20 years and both parties in the present Government have been in power for 10 years does nothing to lessen the scepticism.

In addition, a report by a Government-sponsored committee recommended voluntary quotas as far back as 1992. Fifteen years later the political system is still 87% male.
