Cullen’s two-tier drink-driving plan is enough to take your breath away

THE mandatory alcohol testing (MAT) which Transport Minister Martin Cullen hopes to have implemented by the summer will, like the supermarket chain, offer better value.

What it will do is make drink drivers a tantalising offer which they probably won’t be able to refuse.
