Howlin: 'Very difficult' to avoid Budget impacting on vulnerable people

Public Expenditure Minister Brendan Howlin has warned that it will be "very difficult" to frame this year's Budget to avoid impacting vulnerable people.

Minister Howlin said that the Coalition is making every effort not to impact those who have already carried "a significant burden".
